On a PC- when you click on Reply, scroll down and you'll see two tabs: Options and Attachments. Click on Attachments, then Add Files. A window will open where you can navigate to the pic file you want. Select that file, click Open and it will show up underneath. Click Submit and you're done.
Note that the file must be less than 200K in size. You can use any good photo editor to shrink the file. Always save it under a new name after shrinking it so you don't lose the original. That's why mine have the word "small" added to the original file name.
You also have the option of placing the file inline, which lets you determine where it appears in your post.

It's possible to take a fairly large picture and reduce it to that small of an amount of information as required here for hosting, but a lot of the detail is lost.
