I have used this tool (pliers wrench in English?) to slightly tighten valve linkage rivets with little play should clicking appear. I found I have to take care not to tilt while pressing and evenly press the rivet head. So far this worked for my linkage issues.

Interesting what you say about the low range, because my 151 has a low range that is like a rotary F tuba on steroids. Once you figure out how to play it (not like a euphonium) it does have quite a sound. I have the four valve version, which has never bothered me with tubas.

I'd rather think it's from a smaller independent GDR/Czech workshop or a home builder in the surroundings of Amati, Czerveny & Co.. The 3rd valve tubing as seen from the front looks uncommon for an industrial instrument. The known standard series do have straight downwards tubing there.

Could be a Czech or former GDR instrument labeled by the importer. I think close up pictures of the valves and linkages and a picture of the back side tubing would be helpful to identify a possible workshop. The Perantucci AMH Paul der Große Pro seems to feature your needs except for the diameter. It's larger but very appropriate giving the size of instruments it's meant for. Intonationwise, size parameters seem to be very much balanced.

I can confirm your observation and I do see the cause in the layout of the instruments. Playing a Besson 3+1 BBb and a 4 valve rotary Kaiser, I experience the same difference regarding the amount of spit. The Besson will be retrofitted with Saturn Waterkeys for all valves as my elder 17" version ...

Did you check the valve alignment? Misaligned valves can cause serious issues also on rotary instruments, especially having 6 of them. It should not just be "OK" but exactly on both opening markings to have the already small bore fully available. I have a small 4+2 rotary F and a really small 3+1 Eb ...
